Scott Votes to Lower Costs & Power American Economic Competitiveness

WASHINGTON, D.C. – Congressman Bobby Scott (VA-03) issued the following statement after the House of Representatives passed H.R. 4346, the Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act:

"I was proud to vote for the CHIPS and Science Act, which will lower costs for American families and will create good-paying jobs here in America. Only 12 percent of semiconductor chips are currently being manufactured domestically, down from 37 percent in the 1990s, and many foreign competitors are investing heavily to dominate this critical national security industry. The current shortage of semiconductor chips has been a key driver of inflation and led to massive increases in costs of many consumer goods, including automobiles.

"This package will return the United States to its status as a world leader in the semiconductor manufacturing industry, shore up our economic and national security, and make our supply chains more resilient. This legislation strengthens research and development, and guarantees the American economy remains competitive for decades to come. I am also pleased that this legislation supports our National Laboratories' continued cutting edge work on nuclear physics, advanced computing, and clean energy research. Today's vote further highlights efforts by Democrats in Congress and President Biden to combat inflation, smooth supply chain disruptions, and advance American manufacturing."

The CHIPS and Science Act passed the House of Representatives today with a bipartisan vote of 243-187 and passed the Senate with a bipartisan vote of 64 – 33 on Wednesday July 27. The legislation now heads to President Biden's desk for his signature.
