FY27 Community Project Funding Requests
Congressman Bobby Scott has submitted these FY 2027 funding requests for important community projects in Virginia's Third Congressional District to the House Appropriations Committee.
Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 20 projects in their community for fiscal year 2027 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Congressman Scott has certified that he and his immediate family have no financial interest in any of the projects he has requested.

Aberdeen Gardens Integrated Stormwater Improvement Project
- Request amount: $3 million
- Recipient: City of Hampton
- Project Description: The funding would be used to combine distributed infrastructure with targeted stormwater drainage upgrades to reduce flooding and improve water quality in the historic Aberdeen Gardens neighborhood. This project is an appropriate use of taxpayer funds because it will directly serve approximately 1,500 residents of the Aberdeen Gardens neighborhood and advances Clean Water Act objectives through cost effective stormwater management.

Advanced Manufacturing Innovation Center for Maritime Industries
- Request amount: $1.4 million
- Recipient: Old Dominion University
- Project Description: The funding would be used to establish a research and education center focused on advanced manufacturing for maritime industries at Old Dominion University. This project is an appropriate use of taxpayer funds because it will drive the research, development, and application of novel manufacturing approaches to bolster the Hampton Roads region's maritime industrial base

Career Services and Employment Center
- Request amount: $1.1 million
- Recipient: Virginia Peninsula Community College
- Project Description: The funding would be used to establish a Career Services and Employment Center at Virginia Peninsula Community Center. This project is an appropriate use of taxpayer funds because it connects individuals entering the workforce with high paying jobs and helps industries throughout Hampton Roads fill workforce shortages.

Chesapeake Sidewalk Improvements Project
- Request amount: $994,938
- Recipient: City of Chesapeake
- Project Description: The funding would be used to provide sidewalk improvements along Transylvania Avenue and Libertyville Road in Chesapeake, Virginia. This project is an appropriate use of taxpayer funds because it provides safer and more reliable pedestrian routes for the residents of Chesapeake to access the resources in their communities.

CHKD Child Advocacy Center
- Request amount: $750,000
- Recipient: Children’s Hospital of the King’s Daughters
- Project Description: The funding would be used to support local police departments by funding CHKD's Child Advocacy Center, which provides expertise and resources for child abuse and neglect cases. This project is an appropriate use of taxpayer funds because it will provide expert advice to local police departments and serves over 2,600 children facing abuse or neglect annually.

Craney Island Sand Reclamation
- Request amount: $7.5 million
- Recipient: U.S. Army Corps of Engineers
- Project Description: The funding would be used to reclaim sand to be used for future dike stabilization and raising activities. This project is an appropriate use of taxpayer funds because it will reduce the cost and complexity of future dike improvements while ensuring the region maintains the dredged material placement capacity necessary to support ongoing harbor maintenance dredging, commercial shipping through the Port of Virginia, and naval operations in the Hampton Roads region.

EMS Fleet Modernization and Ambulance Replacement Project
- Request amount: $972,000
- Recipient: City of Hampton
- Project Description: The funding would be used for acquiring two Type I ambulances to replace frontline units that are no longer reliable. This project is an appropriate use of taxpayer funds because it strengthens emergency medical response, improves patient outcomes, and ensures safe, timely access to care for residents.

General Reevaluation Report – Norfolk Coastal Storm Risk Management (CSRM)
- Request amount: $1 million
- Recipient: Army Corps of Engineers
- Project Description: The funding would be used to reevaluate nonstructural flood mitigation measures and the potential for structural flood mitigation measures in the Southside communities of the City of Norfolk, VA. This project is an appropriate use of taxpayer funds because it will benefit approximately 8,200 residents in the Southside neighborhoods of Norfolk, VA, by reducing exposure of these properties to recurrent flood losses and reducing exposure of residents to standing flood waters.

- Project Description: The funding would be used to coordinate a Safe Passage and Community Violence Intervention Prevention strategy. This project is an appropriate use of taxpayer funds because it will reduce the prevalence of gun and community violence and generates direct economic benefits by employing Newport News residents.

Newport News Home Renew Pilot Program
- Request amount: $2 million
- Recipient: City of Newport News
- Project Description: The funding would be used to support a City of Newport News pilot project assisting the city’s low-income homeowners finance home improvement projects. This project is an appropriate use of taxpayer funds because it will support low-income homeowners who otherwise would not be able to afford renovations and helps revitalize the city's aging infrastructure.

Newport News Center for Excellence in Aviation Systems and Aeronautics
- Request amount: $3 million
- Recipient: City of Newport News
- Project Description: The funding would be used to renovate an airplane hangar at the Newport News-Williamsburg International Airport (PHF) to house a Center for Excellence in Aviation Systems and Aeronautics. This project is an appropriate use of taxpayer funds because it will support the regional workforce pipeline by training individuals entering the workforce to take careers in maintenance, repair, and overhaul (MRO).

Norfolk Homeless Housing Center Expansion
- Request amount: $1.5 million
- Recipient: City of Norfolk
- Project Description: The funding would be used to expand and renovate the Norfolk Homeless Housing Center to include facilities that support programming. This project is an appropriate use of taxpayer funds because it will support vulnerable populations in accessing housing and reduces the prevalence of homelessness in the City of Norfolk.

Norfolk Law Enforcement Technology Upgrades
- Request amount: $2 million

- Project Description: The funding would be used to replace the Norfolk Police Department’s Records Management System and upgrade technology to improve 9-1-1 capabilities. This project is an appropriate use of taxpayer funds because it will support local police in maintaining public safety and preventing crime by improving efficiency in reporting, analyzing, and responding to criminal activity

Old Point Comfort Lighthouse Rehabilitation and Repair
- Request amount: $1.5 million
- Recipient: Fort Monroe Authority
- Project Description: The funding would be used to rehabilitate the Old Point Comfort Lighthouse, one of the oldest lighthouses in the United States, to preserve the lighthouse’s long history as a navigational aid to seafarers and waterborne transportation in Hampton Roads. This project is an appropriate use of taxpayer funds because it will preserve a recreational and esthetic resource of value in the Coastal Zone and serves the residents of Hampton Roads and maritime users of the Chesapeake Bay.

Portsmouth Housing Resource Center
- Request amount: $5 million

- Project Description: The funding would be used to build a housing resource center for residents experiencing homelessness. This project is an appropriate use of taxpayer funds because it will support vulnerable populations in accessing housing and reduces the prevalence of homelessness in Portsmouth, VA.

Prentis Street Transmission Main Phase 1
- Request amount: $5 million
- Recipient: City of Portsmouth
- Project Description: The funding would be used to replace part of the low-pressure transmission main system from the Lake Kilby Water Treatment Plant to US-58. This project is an appropriate use of taxpayer funds because it will address critical infrastructure needs related to system reliability, disaster resilience, and the mitigation of regional risks for a water utility that serves multiple cities and several defense and federal facilities, such as Norfolk Naval Shipyard, Portsmouth Naval Medical Center, and the Portsmouth Marine Terminal.

Renovation and Expansion of Historic 485 St. Paul’s Boulevard Building
- Request amount: $4 million
- Recipient: City of Norfolk
- Project Description: The funding would be used to renovate and expand the historic 485 St. Paul's Boulevard building in Norfolk, VA. This project is an appropriate use of taxpayer funds because it will support local arts education throughout southeastern Virginia and updates the building to be completely accessible.

This project is an appropriate use of taxpayer funds because it will support the regional workforce pipeline by training students to take on high-skilled, technical roles in the region's science and healthcare institutions.

This project is an appropriate use of taxpayer funds because it will strengthen the region’s research infrastructure in healthcare sciences.

- Project Description: The funding would be used to install natural streetscape improvements in the Southeast community of Newport News. This project is an appropriate use of taxpayer funds because it will revitalize a low- and moderate-income community and mitigate exposure to pollution from neighboring industrial facilities and highways.
