FY27 Community Project Funding Requests

Congressman Bobby Scott has submitted these FY 2027 funding requests for important community projects in Virginia's Third Congressional District to the House Appropriations Committee. 

 Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 20 projects in their community for fiscal year 2027 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Congressman Scott has certified that he and his immediate family have no financial interest in any of the projects he has requested.

Advanced Manufacturing Innovation Center for Maritime Industries

  • Request amount: $1.4 million
  • Recipient: Old Dominion University
  • Project Description: The funding would be used to establish a research and education center focused on advanced manufacturing for maritime industries at Old Dominion University. This project is an appropriate use of taxpayer funds because it will drive the research, development, and application of novel manufacturing approaches to bolster the Hampton Roads region's maritime industrial base

CHKD Child Advocacy Center

  • Request amount: $750,000
  • Recipient: Children’s Hospital of the King’s Daughters
  • Project Description: The funding would be used to support local police departments by funding CHKD's Child Advocacy Center, which provides expertise and resources for child abuse and neglect cases. This project is an appropriate use of taxpayer funds because it will provide expert advice to local police departments and serves over 2,600 children facing abuse or neglect annually.

Newport News Community Street Team

  • Amount Requested: $3 million
  • Recipient: City of Newport News
  • Project Description: The funding would be used to coordinate a Safe Passage and Community Violence Intervention Prevention strategy. This project is an appropriate use of taxpayer funds because it will reduce the prevalence of gun and community violence and generates direct economic benefits by employing Newport News residents.

Norfolk Law Enforcement Technology Upgrades

  • Request amount: $2 million
  • Recipient: City of Norfolk
  • Project Description: The funding would be used to replace the Norfolk Police Department’s Records Management System and upgrade technology to improve 9-1-1 capabilities. This project is an appropriate use of taxpayer funds because it will support local police in maintaining public safety and preventing crime by improving efficiency in reporting, analyzing, and responding to criminal activity

Old Point Comfort Lighthouse Rehabilitation and Repair

  • Request amount: $1.5 million
  • Recipient: Fort Monroe Authority
  • Project Description: The funding would be used to rehabilitate the Old Point Comfort Lighthouse, one of the oldest lighthouses in the United States, to preserve the lighthouse’s long history as a navigational aid to seafarers and waterborne transportation in Hampton Roads. This project is an appropriate use of taxpayer funds because it will preserve a recreational and esthetic resource of value in the Coastal Zone and serves the residents of Hampton Roads and maritime users of the Chesapeake Bay.

Simulation Laboratory

  • Request amount $1.2 million
  • Recipient: Virginia Wesleyan University
  • Project Description: The funding would be used to acquire research equipment for the nursing simulation laboratory at Virginia Wesleyan University's Sentara College of Health Science. This project is an appropriate use of taxpayer funds because it will strengthen the region’s research infrastructure in healthcare sciences.
