Scott Statement on FY 2013 Continuing Resolution, Defense and Military Construction/VA Appropriations Bills

March 6, 2013

WASHINGTON, DC – Congressman Robert C. "Bobby" Scott issued the following statement on his Yes vote on H.R. 933, legislation to continue funding the federal government through the end of Fiscal Year 2013.

"The appropriations bill considered by the House today is far from perfect. It delays implementation of the Affordable Care Act, it impedes enforcement of key Dodd-Frank protections, it underfunds critical programs such as Head Start and Child Care Development block grants, and it does nothing to address sequestration. Despite the bill's glaring imperfections, it does include important technical changes requested by the Department of Defense to facilitate ship maintenance and construction projects that will protect jobs in Hampton Roads.

"In the end, the vote was a choice between dysfunctional government under an imperfect bill if it passed or potentially no government at all if it failed. I voted for the former and hope that the bill can be improved before current funding for the federal government expires on March 27th.

"This ongoing fiscal uncertainty and our total inability to cancel the sequester and pass annual appropriations bills that meet the needs and demands of the nation are predictable consequences of the fiscal cliff vote on January 1st that permanently extended $3.9 trillion in tax cuts."
