"Thank you, Chairman McGovern and Ranking Member Cole. I’m pleased to speak in support of the Education and Labor Committee’s section of the Build Back Better Act. Over the past few months, Congressional Democrats and the White House have held a difficult and highly public discussion of how to fulfill President Biden’s agenda. But the process that has brought us to this moment we should not obscure this simple reality that this legislation is an historic achievement on behalf of the American people.

WASHINGTON, DC – Today, the House passed bipartisan legislation that would strengthen and expand workplace protections for nursing mothers. The Providing Urgent Maternal Protections (PUMP) for Nursing Mothers Act requires employers to provide nursing workers the break time and privacy they need to pump at work to keep themselves and their infants healthy. The bill extends nursing mother protections to the nearly 9 million workers – including farmworkers, teachers, and transportation workers – who are currently excluded under current law. It also gives workers the tools to hold employers accountable when their rights are violated.

NEWPORT NEWS, VA – On Monday, October 18th, Congressman Bobby Scott (VA-03) will host a webinar on financial aid for students and parents. He will be joined by a panel of experts from the Access College Foundation to answer any-and-all questions students and parents may have about the federal financial aid process and other available resources. All federal student aid, including Pell Grants, requires students and families to complete the Free Application for Federal Student Aid (FAFSA) form.

WASHINGTON, DC – Chairman Robert C. “Bobby” Scott (VA-03) released the following statement in response to a new proposal released by the Biden Administration that would reverse Trump-era rules that made it harder for retirement plans to consider climate change and other environmental, social and governance factors when selecting investments and exercising shareholder rights. Chairman Scott helped lead opposition to the Trump-era rules in July and October of last year. “I applaud the Biden Administration for taking this important step to protect the financial interests of America’s workers and retirement savers. Climate change, labor standards, and other environmental, social, and governance (ESG) factors have an increasingly profound effect not only on workers, families, businesses, but also on our economy.

WASHINGTON, DC – Chairman Robert C. “Bobby” Scott (VA-03) released the following statement after the Bureau of Labor Statistics announced that the economy added 194,000 in September as the unemployment rate fell to 4.8 percent. “Today’s jobs report demonstrates that the Biden-Harris economic agenda is putting Americans back to work. Since President Biden took office, the economy has added 4.8 million jobs, the most jobs ever created in the first 9 months of any Administration. We still have work to do to overcome the serious challenges caused by the Delta variant and build an economy where all families and workers have the opportunity to succeed.

NEWPORT NEWS, VA – According to a new analysis released today by the House Committee on Education and Labor, the Build Back Better Act could save Virginia families thousands of dollars in child care costs each year. The Committee’s report found that the typical Virginia family of four with one infant in full-time center-based child care would save $12,680 each year. The typical Virginia family of four with one infant and one child in full-time center-based child care would save $24,280 each year. “This is why we need to pass the Build Back Better Act,” said Congressman Bobby Scott (VA-03), the Chairman of the Committee on Education and Labor. “For too long, the exorbitant cost of child care has strained family budgets and pushed millions of Americans out of the workforce, particularly women.

The effort includes the start of a new Occupational Health and Safety Administration (OSHA) rulemaking process to develop a workplace heat standard. “I applaud the Biden Administration for launching this critical effort to protect workers and their families from extreme heat. Excessive heat is one of the most common and dangerous workplace hazards.
