FY26 Community Project Funding Requests

Congressman Bobby Scott has submitted these FY 2026 funding requests for important community projects in Virginia's Third Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2026 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with House Rules and Committee requirements, Congressman Scott has certified that he and his immediate family have no financial interest in any of the projects he has requested.

An Achievable Dream Social and Emotional Support and Crisis Prevention
Recipient: An Achievable Dream Inc., 10858 Warwick Blvd, Suite A, Newport News, VA 23601
Amount: $790,317.31 
Project Description: The funding would be used to provide social and emotional support, after-school and enrichment activities, and training for educational staff to meet the increased needs of students and young alumni. This is an appropriate use of taxpayer funds because Virginia has one of the highest rates of student referral to law enforcement and institutionalizing young people results in long-lasting social and emotional trauma, impacts their prospects for future success, and incurs a high cost to the Commonwealth of roughly $148,000 per year for each incarcerated juvenile.

General Reevaluation Report – Norfolk Coastal Storm Risk Management
Recipient: U.S. Army Corps of Engineers, Norfolk District, located at 803 Front Street, Norfolk, VA
Amount: $500,000
Project Description: The funding would be used to restudy the Southside neighborhoods as part of the Norfolk CSRM to protect these areas from coastal storm events after the criteria for structural measures changed. The project is an appropriate use of taxpayer funds because it reduces the risks from coastal storm events.

Gust Lane Flood Mitigation

Amount: $3,150,000
Project Description: The funding would be used to reduce or eliminate long-term risk to the City of Portsmouth residents and to Norfolk Southern Railway associated with future flood events. The project is an appropriate use of taxpayer funds because it reduces flood risk in the neighborhood, property damage, and will keep roads passable emergency responders.

Hampton Roads Transit Paratransit Fleet Expansion

Amount: $3,000,000
Project Description: This project is an appropriate use of taxpayer funds because it would support the region’s 6,800 certified paratransit riders by purchasing 20 new paratransit vehicles that have exceeded their useful lives.

Hampton Roads Youth Crime Prevention and Community Engagement Program

Project Description: The funding would be used to provide youth development, crime prevention, and community engagement. This project is an appropriate use of taxpayer funds because the project has 1-3 police officers each day keeping youth engaged and deters them from engaging in criminal activities.

Hampton Therapeutic Recreation Center Accessibility and Expansion Project

Project Description: This project is an appropriate use of taxpayer funds because it would be used to improve the only dedicated center in the region for inclusive and adaptive programming for children, adults, and seniors with physical and developmental disabilities and the Center provides accessible programming to residents who often face multiple barriers to community participation in a federally designated Low- and Moderate-Income Area.

Improving Success in Siting Natural and Nature-Based Features for Flood Risk Reduction using Digital Twins as Decision Support
Amount: $1,500,000

Project Description: The funding would be used to develop a model for Natural and Nature-Based Features (NNBFs) to protect coastal communities and improve resilience. This project is an appropriate use of taxpayer funds because the technology development will ensure that decision makers have the best information available to provide taxpayers with cost effective solutions and can be scaled and transferred to other coastal communities.

Incarcerated Persons Reentry Initiative

Amount: $1,200,000
Project Description: The funding would be used to provide education, employment opportunities, and mentorship for incarcerated and formerly incarcerated individuals. This project is an appropriate use of taxpayer funds because the project is grounded in empirical evidence demonstrating the reduced recidivism rates for incarcerated individuals who are able to receive these services, ultimately lowering the cost to the criminal justice system.

Myer’s Road Sidewalk Expansion

Project Description: This project is an appropriate use of taxpayer funds because it will provide pedestrian connectivity and increase safety for a community that relies on pedestrian infrastructure as a main means of transportation.

Norfolk Homeless Housing Center Improvements

Project Description: This project is an appropriate use of taxpayer funds because the emergency shelter services vulnerable adults and lacks a commercial kitchen and adequate space for support services.

Peninsula Digital Infrastructure Expansion Initiative
Recipient: City of Newport News, 2400 Washington Avenue, Newport News, VA, 23607
Amount: $3,000,000
Project Description: The funding would be used to install high-capacity fiber infrastructure across the Monitor-Merrimac Memorial Bridge-Tunnel (MMBT) and the Hampton Roads Bridge-Tunnel (HRBT) to directly link the cities and underserved neighborhoods of Newport News and Hampton to the Southside fiber network and transatlantic subsea cables. The project is an appropriate use of taxpayer funds because it will close a critical infrastructure gap in the regional broadband ring, providing redundancy, reliability, and expanded access for neighborhoods, businesses, and anchor institutions. By connecting to the open-access Southside Network Authority ring, this project supports economic development and resilience for critical institutions, businesses, and residents on the Peninsula.

Safe Haven Empowerment Center Facility Improvements

Project Description: The funding would be used to renovate this multipurpose community center. This project is an appropriate use of taxpayer funds because it will provide a community space, programming for youth a place to go when school is not in session, house services for those entering the workforce, and provide space for the City to host events that draw tourism.

Virginia Peninsula Community College’s Wellness & Workforce Center

Amount: $1,000,000
Project Description: This project is an appropriate use of taxpayer funds because it supports America's technical workforce across critical sectors including maritime, healthcare, and advanced manufacturing by eliminating barriers that threaten student persistence and completion. Graduation rates increased from 59% to 75% and these comprehensive solutions are expected to produce 4,000 additional skilled workers over the next decade.

Youth Diversion Program: Friday Night Nets Program

Project Description: The funding would be used to fight community violence through youth sports and enrichment programs that address known causes of community violence. This project is an appropriate use of taxpayer funds because local law enforcement officers are included in this effort to provide young adults with constructive outlets and reduce crime.
