FY24 Community Project Funding Requests
Congressman Bobby Scott has submitted these FY 2024 funding requests for important community projects in Virginia's Third Congressional District to the House Appropriations Committee. For the list of FY 2023 funding requests submitted by Congressman Scott, please click here.
Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2024 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Congressman Scott has certified that he and his immediate family have no financial interest in any of the projects he has requested.

Boys & Girls Club of the Virginia Peninsula Renovations
Amount Requested: $3,000,000
Recipient: Boys & Girls Club of the Virginia Peninsula
Project Description: The funding would be used to renovate two buildings allowing the club to expand services and programming. The project is an appropriate use of taxpayer funds because a majority of Boys & Girls Club members are low-to-moderate income, and the Club provides children 6-18 with programming to prepare them for the future.

Cold Storage Expansion
Amount Requested: $1,000,000
Recipient: Virginia Peninsula Foodbank
Project Description: The funding would be used to build or purchase a facility of up to 10,000 square feet to be able to expand capacity to store the most nutritious foods and those that are least affordable by food insecure families, produce and lean meats. The project is an appropriate use of taxpayer funds because it will serve more than 55,000 individuals across the greater Virginia Peninsula that are chronically food insecure as well as tens of thousands of others who visit the Foodbank, mobile pantries, and partner agencies because they need food assistance on occasion

Chesapeake Police Department Patrol Vessel Replacement
Amount Requested: $500,000
Recipient: City of Chesapeake
Project Description: The funding would be used purchase a cabin vessel Chesapeake Police Maritime Operations unit. The project is an appropriate use of taxpayer funds because the current vessel is 20 years old and beginning to fail. The City of Chesapeake maintains vital infrastructure within its waterways to include military installations, a liquified natural gas depot, and several hazardous chemical and material facilities on the Elizabeth River. These installations utilize the Chesapeake Police Marine Patrol to assist in site security and high value asset escorts to the Atlantic Ocean.

Chesapeake Sidewalk Expansion for South Norfolk
Amount Requested: $1,480,000
Recipient: City of Chesapeake
Project Description: The funding would expand the sidewalks in the South Norfolk Historical District to improve pedestrian connectivity and safety with local businesses and retailers. The project is an appropriate use of taxpayer funds because it will improve pedestrian facilities within the South Norfolk community, which relies on pedestrian infrastructure as a main means of transportation.

Elizabeth River & Southern Branch Preliminary Engineering & Design
Amount Requested: $4,000,000
Recipient: U.S. Army Corps of Engineers
Project Description: The funding would deepen the 40-foot channel on the Elizabeth River and Southern Branch to depths of 45 feet and 42 feet, and a portion of the 35-foot channel on the Southern Branch to a depth of 39 feet. The project is an appropriate use of taxpayer funds because these deeper channel depths would allow vessels to fully load the various commodities that move in and out of the waterway. Deepening of these channels will result in more efficient terminal and vessel operations.

Freemason St. Bridge Construction
Amount Requested: $5,000,000
Recipient: City of Norfolk
Project Description: The project is an appropriate use of taxpayer funds because it will provides an east-west connection between two principal arterials where none previously existed.The project will connect directly to the St. Paul’s Transformation BUILD Project.

Hampton-Newport News Community Services Board Traumatic Event Response
Amount Requested: $400,000
Recipient: Hampton-Newport News Community Services Board
Project Description: The funding would be used to enhance the existing staffing structure to rapidly engage with and support victims. The project is an appropriate use of taxpayer funds because traumatic events places additional strain on already limited resources and they are a critical partner with the cities of Hampton and Newport News and local law enforcement.

Norfolk Harbor and Channels –Anchorage F
Amount Requested: $600,000
Recipient: U.S. Army Corps of Engineers
Project Description: The funding would be used to deepen and widen Anchorage F, a critical component of the Norfolk Harbor project to ensure that there is a safe anchorage for ultra-large container vessels. The project is an appropriate use of taxpayer funds because the anchorage and approach depths wouldmatch that of the Federal Channeland there are anticipated economic benefits associated with improved efficiency of transportation, and the primary benefits would be the safety and protection of human life and property by constructing an anchorage that allows for emergency use by vessels equivalent to the design vessel used in the feasibility study.

Purchase of Electric Buses for Southside Bus Operating Facility
Amount Requested: $3,000,000
Recipient: Hampton Roads Transit
Project Description: The funding wouldbe used to purchase four Battery Electric Busses. The project is an appropriate use of taxpayer funds because it supports some of the busiest bus routes in all of Virginia and the additional busses would support higher frequencies on a heavily utilized route.

Race Street and Douglas Avenue Pump Station Upgrade
Amount Requested: $6,000,000
Recipient: City of Portsmouth
Project Description: This funding would be used for updating two vacuum assisted sewage pump stations. The project is an appropriate use of taxpayer funds because both pump stations, Race Street and Douglas Avenue, have experienced multiple failures over the past several years due to antiquated and/or aging equipment. The failures have resulted in repeated overflows from their sewer collection systems, some of which have reached State waters. This project will reduce sanitary sewer overflows and infiltration and inflow of groundwater, thereby reducing detrimental environmental impacts, reducing annual operational costs, and significantly enhancing system reliability.

Reducing Isolation & Improving Access to Nutrition for Older Adults in Historically Underserved Communities
Amount Requested: $283,860
Recipient: Peninsula Agency on Aging, Inc.
Project Description: The funding wouldbe used to purchase two vans to replace existing vehicles that are eighteen years old and beyond their service lifeand high efficiency thermal bags to maintain temperatures for meals. The project is an appropriate use of taxpayer funds because it supports the Home Delivered Meals program, safety check-ins with older adults and prioritizes individuals with the greatest need.

Resilient Hampton Property Acquisition in Flood Prone Areas
Amount Requested: $3,000,000
Recipient: City of Hampton
Project Description: The funding would be used to voluntarily acquire environmentally sensitive and/or flood prone properties in order to increase the landscape’s natural water storage capacity and restore natural floodplain function – reducing flood risk. The program has the potential to increase the City’s Community Rating System (CRS) score under the National Flood Insurance Program (NFIP), and in turn decrease flood insurance rate premiums, while also decreasing repetitive loss and severe repetitive loss claims to FEMA.

Seafood Industrial Park (SIP) Seafood Market and Northern Harbor Docks
Amount Requested: $3,000,000
Recipient: City of Newport News
Project Description: The funding wouldbe used to improve the harbor and docks to support the Seafood Industrial Park and surrounding businesses. The project is an appropriate use of taxpayer funds because the Seafood Industrial Park is home to a number of seafood-related businesses and identified as part of the City’s improvement plan developed in connection with previous grant funding through the Department of Housing and Urban Development.

Virginia Witness Protection Program
Amount Requested: $1,000,000
Recipient: Virginia State Police
Project Description: The funding would be used to jump-start Virginia's witness protection program and provide temporary lodging, relocation, enhanced security, and other similar resources to victims and witnesses who face intimidation. The project is an appropriate use of taxpayer funds because would assist in holding accountable the small number of people who drive a disproportionate amount of the violence in our communities.

YMCA: A Community Revitalization Project
Amount Requested: $2,000,000
Recipient: YMCA of the Virginia Peninsulas
Project Description: The funding wouldbe used to renovate the Hampton YMCA which includes a youth and teen center, community spaces, and updated safety features. The project is an appropriate use of taxpayer funds because the YMCA provides child care, recreation, and other opportunities to the community using sliding scale fees.
