FY25 Community Project Funding Requests

Congressman Bobby Scott has submitted these FY 2025 funding requests for important community projects in Virginia's Third Congressional District to the House Appropriations Committee. For the list of FY 2024 funding requests submitted by Congressman Scott, please click here.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2025 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Congressman Scott has certified that he and his immediate family have no financial interest in any of the projects he has requested.

An Achievable Dream Social and Emotional Support and Crisis Prevention
Recipient: An Achievable Dream Inc. 
Project Description: The funding would be used to provide social and emotional support, after-school and enrichment activities, and training for educational staff to meet the increased needs of students and young alumni.

Acquisition, Demolition, and Rehabilitation of the Norfolk Village Project

Recipient: City of Norfolk
Project Description: The funding would be used for the purchase and demolition of a shopping center that was damaged by a fire and the construction of a new development, including a grocery store in its place.

Birthplace of America Trail

Recipient: City of Hampton
Project Description: This funding will be used for a trail that will connect major population centers, residential communities, tourist attractions, historical sites, educational institutions, and recreational facilities throughout eastern Virginia.

Chesapeake Cares Resource Center
Recipient: City of Chesapeake
Project Description:
The funding will be used for a center will provide shelter and resources for those experiencing homelessness.

Educational Programming and Innovation Center (EPIC)

Recipient: Virginia Peninsula Community College
Project Description: This funding will be used to renovate an existing academic building to meet the needs of tech-focused education and workforce training in order to better address the shortage of skilled tech professionals in Hampton Roads.

Gust Lane Flood Mitigation
Recipient: City of Portsmouth 
Project Description: The funding would be used to reduce or eliminate long-term risk to the City of Portsmouth residents and to Norfolk Southern Railway associated with future flood events.

Recipient: Hampton Roads Police Athletic League
Project Description: 
The funding would be used to provide youth development, crime prevention, and community engagement.

Hampton Roads Transit Paratransit Fleet Expansion

Recipient: Hampton Roads Transit
Project Description: This funding will be used to support the region’s 6,800 certified paratransit riders by purchasing 25 new paratransit vehicles.

Incarcerated Persons Reentry Initiative
Recipient: Urban League of Hampton Roads
Project Description: The funding would be used to provide education, employment opportunities, and mentorship for incarcerated and formerly incarcerated individuals.

Leaving Crime Behind: Friday Night Nets

Recipient: City of Newport News
Project Description: The funding would be used to fight community violence through youth sports and enrichment programs that address known causes of community violence.

Military Highway Bridge Repairs
Recipient: City of Norfolk
Project Description: The funding will be used to extend the useful life of the Military Highway Bridge at Virginia Beach Boulevard, a major connector of the commercial business sector in southeast Norfolk serving approximately 59,000 vehicles daily.

Myer’s Road Sidewalk Expansion

Recipient: City of Chesapeake
Project Description: P
rovide pedestrian connectivity and increase safety for a community that relies on pedestrian infrastructure as a main means of transportation.

Norfolk Harbor Operations and Maintenance

Recipient: U.S. Army Corps of Engineers
Project Description:
 The funding would be used to fund the Norfolk District's FY 2025 capability for the Norfolk Harbor Federal Navigation Project Operations and Maintenance.

Safe Haven Empowerment Center

Project Description: This fund will be used to provide a community space, programming for youth, a place for youth to go when school is not in session, house services for those entering the workforce, and provide space for the City to host community events that draw tourism.

Project Description: This fund will be used to substantially improve a public space with trees, walking trails, and a playground.
