Mr. SCOTT of Virginia. Madam Speaker, today I join my colleagues in recognizing the importance of Sexual Assault Awareness Month. Sexual assault is far too prevalent in modern society. It is estimated one in five girls and one in twenty boys will be a victim of child sexual assault. Nearly a quarter of all women attending college will also become victims during their academic career.

"Bobby" Scott (VA-03) was presented a Congressional Leadership Award by the National Urban League for his work on protecting voting rights for all Americans and for his leadership role in the introduction and championing of the Voting Rights Amendment Act of 2014.

NEWPORT NEWS, VA - Tomorrow, with three days left in Obamacare's first open enrollment period, Congressman Robert C. "Bobby" Scott (VA-03) will attend Enrollfest in Petersburg. Enrollfest is one of many outreach events across Virginia focused on encouraging consumers to learn more about Obamacare and to enroll in coverage."There are just a few days left to sign up for health insurance coverage that begins in 2014," Rep. Scott stated. "Open enrollment for 2014 ends on March 31st, so if you, a family member, or a friend needs health insurance, now is the time to select a plan and get covered."

Norcom Greyhounds boys' basketball team had a remarkable season and I believe the Greyhounds deserve formal recognition for their accomplishments.

Mr. SCOTT of Virginia. Mr. Chairman, I rise today in opposition to H.R. 1459, the ``No More National Monuments Act.'' I have experienced the Antiquities Act firsthand through my community's efforts and success in establishing Fort Monroe as a national monument in November of 2011.The history of Fort Monroe is older than the history of the United States, and the story of Fort Monroe is really the story of our Nation. Fort Monroe is also known as ``Freedom's Fortress,'' witnessing both the beginning and the end of slavery in our Nation, and it played a crucial role in nearly every military engagement right up to its closure in 2005.

Mr. Speaker, yesterday I intended to vote ‘‘no'', but was recorded as having voted ‘‘yes'', on H.R. 2824 (roll call 141), which would overturn Reagan-era protections for streams and communities in Appalachia. I would like the record to reflect my strong opposition to H.R. 2824.

As the Democratic cochair of the U.S.-Philippines Friendship Caucus, I commend all of the sponsors of the bill who came together to support this legislation.The United States and the Philippines have had a very close relationship for more than 100 years.

"Bobby" Scott (VA-03) will visit the Community Free Clinic of Newport News on Monday, March 24, 2014 to highlight the successes of the law that have occurred right here in Hampton Roads. He will also urge the General Assembly to expand Medicaid in Virginia.

President Obama signed this historic law on March 23, 2010."Sunday marks the fourth anniversary of the Affordable Care Act, commonly known as Obamacare," Rep. Scott stated. "Four years later, we are seeing the law's provisions improve the lives of millions of people in the Commonwealth and across the United States."
