WASHINGTON, D.C. – Congressman Robert C. “Bobby” Scott (VA-03) issued the following statement on his No vote on the Protecting Americans from Tax Hikes Act of 2015 (Roll Call No. 703):
“This tax extenders bill permanently extends enhancements to the Earned Income Tax Credit (EITC), the Child Tax Credit (CTC) and the American Opportunity Tax Credit (AOTC), which will help millions of working families stay out of poverty, help them offset the cost of childcare, and help them send their children to college. While I strongly support these and some of the business provisions, I voted against the bill because it is not paid for at this time but ultimately its cost of approximately $622 billion over the next decade will, of course, have to be paid for.

Mr. SCOTT of Virginia. Mr. Speaker, I rise today to honor the members of the 31st Street Baptist Church in Richmond, Virginia on their 100th anniversary.
During the turn of the last century, African Americans continued to face significant oppression and discrimination. In 1895, despite the adversity facing the Black community, African American Baptist Churches came together to form the National Baptist Convention of the United States to strengthen and unify Baptist Churches. Today, it is the largest predominately Black Christian denomination in the United States.
WASHINGTON, D.C. – The U.S. Senate today joined the House of Representatives in passing bipartisan legislation that honors the late Phyllis Galanti’s service to America’s military men and women and their families by naming the outdoor arboretum at Richmond’s McGuire VA Medical Center The Phyllis Galanti Memorial Arboretum. The legislation, sponsored by Sens. Mark R. Warner, Tim Kaine (both D-VA) and John McCain (R-AZ) in the Senate, along with Reps. Dave Brat (R-VA-7), Bobby Scott (D-VA-3) and Sam Johnson (R-TX-3) in the House, now heads to the President’s desk to be signed into law.

WASHINGTON, DC - Today, Representatives Mark Sanford (R-SC) and Bobby Scott (D-VA) joined together in sending a letter signed by 31 members of the House to the Bureau of Ocean Energy Management (BOEM). It requested a halt to the permitting and review process for potential seismic testing in the Atlantic Ocean. Specifically, the letter asks the BOEM to prepare a new environmental review of proposed testing that takes into account the full extent of the impacts ranging from economic to ecological caused by seismic airgun testing.

“I commend Senator Alexander, Senator Murray, Chairman Kline and our respective staff for their earnest and diligent work to reauthorize the Elementary and Secondary Education Act (ESEA) and replace No Child Left Behind. The Every Student Succeeds Act brings our education system into the 21st century and will make a positive difference in the lives of our nation’s students by giving every student an equal chance to succeed.
WASHINGTON, D.C. – Today the Air National Guard chose Joint Base Langley-Eustis (JBLE) for an Air Force Cyber Operations Squadron. Virginia’s bipartisan delegation, including Sens. Mark R. Warner and Tim Kaine (both D-VA) and U.S Reps. Scott Rigell (R-VA-2), Bobby Scott (D-VA-3), Gerry Connolly (D-VA-11), Rob Wittman (R-VA-1), and Randy Forbes (R-VA-4), has advocated to locate the cyber facility at JBLE since December 2014.
“We were very pleased to hear that the Air National Guard chose Joint Base Langley-Eustis for an Air Force Cyber Operations Squadron,” the Virginia delegation said.

“My thoughts and prayers are with the families of the victims and the survivors of yesterday’s horrific mass shooting in California. While information about the shooters and their motive is still not entirely clear, Congress has a moral obligation to do something to address our nation’s gun violence epidemic.
“These tragedies have become far too common in our country and Congress must review every available proposal to determine what steps can be taken to reduce future incidences of gun violence. Obviously one single approach to ending gun violence will not be effective.

“Today’s bipartisan vote to reauthorize the ESEA affirms the principles of Brown v. Board of Education, which held that ‘it is doubtful that any child may reasonably be expected to succeed in life if he is denied the opportunity of an education,’ and ‘that such an opportunity is a right which must be made available to all on equal terms.’

Mr. SCOTT of Virginia. Mr. Speaker, as I've stated before, this conference report is not the bill I would have written on my own. It is a product of compromise, but a product that did not require either side to compromise on our core beliefs. A core belief of mine--and a core belief of my caucus--is that Congress deems authority to the executive branch to interpret, implement, and enforce federal law. That is the foundational tenet of administrative law.

Mr. SCOTT of Virginia. Mr. Speaker, I am honored to endorse the conference report on S. 1177, the Every Student Succeeds Act.
We have certainly come a long way since we were on the floor debating H.R. 5, the Student Success Act, earlier this year. I had sincere objections to much that was found in H.R. 5, but thanks to the commitment to work together to try to fashion a decent bill with Chairman Kline and our counterparts in the Senate, Senator Alexander and Senator Murray, along with the many long nights from our respective staffs, we found a way to produce a conference report that balances the desire for more localized decisionmaking with the need for Federal oversight to ensure equity for underserved students.
