Res. 54 to overturn the national emergency declaration President Donald Trump is using to divert military construction funds to build his wall at the southern border: “Earlier this year, President Trump tried to circumvent Congress and raid funds from critical military construction projects to build his unpopular and ineffective wall at the southern border.

NEWPORT NEWS, VA – Congressman Bobby Scott (VA-03) issued the following statement after the Trump Administration announced plans to build portions of President Trump’s southern border wall by diverting military construction funds, including by taking funding from multiple projects in Virginia’s Third Congressional District. “By circumventing Congress, the Trump Administration has made a terrible decision to raid funds for military construction projects to pay for the President’s ineffective and unpopular wall at the southern border.

WASHINGTON, DC – Today, the U.S. House of Representatives passed H.R. 2500, the National Defense Authorization Act (NDAA) for Fiscal Year 2020, including two amendments offered by Congressman Bobby Scott (VA-03). “This NDAA provides funding for a strong, smart national defense strategy, including an important bipartisan amendment to prohibit federal funds from being used for any military force against Iran without congressional authorization."

Madam Chair, I rise in support of my amendment to H.R. 2500, which would require the Secretary of Defense to submit a report to Congress regarding the Department's progress implementing the 91 priority recommendations from the Comptroller General of the United States. I would like to thank my colleague Congresswoman BARBARA LEE for cosponsoring this amendment. I would also like to thank Chairman SMITH and the House Armed Services Committee for their work on this important legislation.

Mr. SCOTT of Virginia. Madam Speaker, I rise today to honor the life of my friend and colleague, Walter Beaman Jones, Jr., who passed away on February 10, 2019 at the age of 76. His passing is a deep loss to this institution, and we miss him dearly in the House of Representatives. Walter was proud to represent North Carolina's 3rd congressional district, a geographically diverse district, for over 24 years and always found a way to address the concerns of his coastal constituency as well as his rural inland residents.

Res. 46, a resolution to terminate President Trump’s declaration of a national emergency at the southern border: “Today, the House voted to stop President Trump’s unconstitutional abuse of emergency power. There is no sudden emergency at the border. Furthermore, the wall does not address any of the alleged problems outlined by the President. We know the wall would not reduce crime, stop the flow of drugs into the country, nor address the issue of refugees seeking asylum at ports of entry.
