WASHINGTON, DC – Congressman Robert C. "Bobby" Scott (VA-03) issued the following statement on yesterday's preview by Secretary of Defense Chuck Hagel of the Department of Defense's Fiscal Year 2015 budget:"Secretary Chuck Hagel's Defense budget preview highlights the budget quagmire we have gotten ourselves into by prioritizing unaffordable tax cuts over addressing sequestration. The recently passed Bipartisan Budget Act of 2013 only alleviated the impacts of sequestration for two years and, as the Secretary pointed out, if full sequestration funding reductions return in 2016, the consequences will be dire for military readiness.

Mr. SCOTT of Virginia. Mr. Speaker, the inability to unlock cell phones means that the original wireless carrier has an unfair and unnecessary competitive advantage. In many instances, the sole purpose of locking a cell phone is to keep consumers bound to their existing networks.

Mr. SCOTT of Virginia. Mr. Speaker, in the wake of the Supreme Court's decision in Kelo v. City of New London, I have been concerned that States and municipalities could use this decision to expand their power of eminent domain, whether for the benefit of private parties or for public projects, to the detriment of those who are least powerful in the community.

In 1964, the Supreme Court noted in Wesberry v. Saunders, "No right is more precious in a free country than that of having a voice in the election of those who make the laws under which, as good citizens, we must live. Other rights, even the most basic, are illusory if the right to vote is undermined." While this is certainly true, there is an unfortunate history in our country of blocking access to the ballot box for minorities. For this reason, Congress passed and President Lyndon Johnson signed into law the Voting Rights Act of 1965.The Voting Rights Act contains several important provisions; however, the pre-clearance provision in Section 5 is the essence of the law's protections. Section 5 requires states and jurisdictions with a documented history of discrimination to submit changes to their election laws or procedures to the U.S. Department of Justice for approval.
