Mr. SCOTT of Virginia. Mr. Chairman, I rise today in opposition to H.R. 1459, the ``No More National Monuments Act.'' I have experienced the Antiquities Act firsthand through my community's efforts and success in establishing Fort Monroe as a national monument in November of 2011.The history of Fort Monroe is older than the history of the United States, and the story of Fort Monroe is really the story of our Nation. Fort Monroe is also known as ``Freedom's Fortress,'' witnessing both the beginning and the end of slavery in our Nation, and it played a crucial role in nearly every military engagement right up to its closure in 2005.

Mr. Speaker, yesterday I intended to vote ‘‘no'', but was recorded as having voted ‘‘yes'', on H.R. 2824 (roll call 141), which would overturn Reagan-era protections for streams and communities in Appalachia. I would like the record to reflect my strong opposition to H.R. 2824.

As the Democratic cochair of the U.S.-Philippines Friendship Caucus, I commend all of the sponsors of the bill who came together to support this legislation.The United States and the Philippines have had a very close relationship for more than 100 years.

NEWPORT NEWS, VA – To commemorate the 4th Anniversary of the enactment of the Affordable Care Act, Congressman Robert C. "Bobby" Scott (VA-03) will visit the Community Free Clinic of Newport News on Monday, March 24, 2014 to highlight the successes of the law that have occurred right here in Hampton Roads. He will also urge the General Assembly to expand Medicaid in Virginia.

President Obama signed this historic law on March 23, 2010."Sunday marks the fourth anniversary of the Affordable Care Act, commonly known as Obamacare," Rep. Scott stated. "Four years later, we are seeing the law's provisions improve the lives of millions of people in the Commonwealth and across the United States."

Lambert III, who passed away on Sunday, March 2, 2014.Benny, as he was affectionately known by his friends, family, and constituents, was a pioneering figure in Virginia politics. We were both elected to the Virginia House of Delegates in 1977.

"Bobby" Scott (VA-03) issued the following statement on the President's Fiscal Year 2015 Budget:"The President has laid out a comprehensive budget that calls for additional investments on top of the discretionary spending caps set by the last year's Bipartisan Budget Agreement. These additional investments in infrastructure, job training, education, advanced manufacturing, and other critical areas will help accelerate economic growth and expand opportunity for all hardworking Americans. Most importantly, the President has laid out a way to pay for these additional investments through closing tax loopholes and cutting spending elsewhere in the budget.

NEWPORT NEWS, VA – Congressman Robert C. "Bobby" Scott (VA-03) issued the following statement upon learning of the passing of former Virginia state senator Dr. Benjamin J. Lambert, III:"I was deeply saddened to learn of the passing of my friend and former colleague in the Virginia General Assembly, Dr. Benjamin Lambert. Benny and I were elected to the House of Delegates the same year in 1977 and also served together in the Senate of Virginia. In the General Assembly, Benny was a very influential and effective legislator. He devoted his career in and out of public service to the citizens of Richmond and Central Virginia, always doing what he thought was best for his constituents, regardless of the political consequences. My thoughts and prayers are with his family and friends during this difficult time."
