WASHINGTON, D.C. – Congressman Bobby Scott (VA-03) issued the following statement after Congressional Republicans unveiled H.R. 1, the so-called Tax Cuts and Jobs Act:
“The Republican’s proposed plan provides tax cuts for corporations and the wealthiest among us and adds $1.5 trillion to the deficit. This legislation provides no real investment in workers, jobs or the economy. Eventually these irresponsible tax cuts will be paid for by cutting Medicare, Medicaid, veteran services, educational resources, and other vital services for working families.

WASHINGTON, D.C. – Today, Virginia Representatives Gerry Connolly, Robert C. “Bobby” Scott, Donald S. Beyer, Jr., and A. Donald McEachin called on House Republicans to protect the state and local tax deduction. In Virginia, 1.5 million households claim $16.5 billion in SALT deductions for an average deduction of $11,288 per household. Virginia has the nation’s 4th highest percentage of tax filers claiming a SALT deduction (37%). “The Republicans’ proposed tax plan is little more than a giant tax cut for the wealthy masquerading as tax reform. Instead of helping working families succeed and ensuring that our economic recovery reaches every community, the President and Republicans in Congress are insisting on tax cuts at the expense of the very people they are claiming to help,” said Congressman Bobby Scott.

WASHINGTON, D.C. – Congressman Robert C. “Bobby” Scott (VA-3) issued the following statement on passage of H.Con.Res. 71 – Establishing the congressional budget for the United States Government for fiscal year 2018 and setting forth the appropriate budgetary levels for fiscal years 2019 through 2027, which passed the House of Representatives by a vote of 216 to 212 (Roll Call 589)
“I am disappointed that Republicans in Congress have insisted on passing a budget that is fiscally irresponsible. This budget also fails to provide necessary investments in the American people, investments that would help working Americans and provide a safety net for those in need.

NORFOLK, VA. (WVEC)-- Members of the Hampton Roads Congressional delegation are offering mixed views on how budget matters may play out in Washington in the weeks ahead. The government is currently operating under what's called a "Continuing Resolution." It expires on December 8, a little over 7 weeks away.
Rep. Bobby Scott (D-3rd District) was blunt.
"The problem is, we're not having a serious discussion," he said. "We start off with a trillion dollar tax cut and suggest it doesn't have to be paid for. Of course it has to be paid for. You either have to raise somebody else's taxes or reduce spending."

WASHINGTON, D.C. – On Wednesday, April 5, 2017, Congressman Bobby Scott (VA-03) joined Congressman John B. Larson (CT-01), the Ranking Member of the Ways & Means Subcommittee on Social Security, in introducing the Social Security 2100 Act. The legislation would increase the payroll tax on those with higher incomes, cut taxes for Social Security recipients, provide a benefit increase for current and future beneficiaries, while strengthening Social Security’s solvency for future generations.
“I am proud to be a cosponsor of the Social Security 2100 Act,” said Rep. Scott. “Social Security and Medicare make up the foundation of American retirement security. Americans have paid into the system for decades and, during that time, these programs have promised Americans the chance to retire with dignity after a lifetime of hard work.

Mr. SCOTT of Virginia. Mr. Speaker, the budget is about choices, and those choices involve arithmetic. Apparently, the Republican strategy on the budget does not recognize arithmetic. When you start with a deficit, their strategy to deal with the deficit is to increase defense spending and to pass massive tax cuts. That will not end up helping the deficit.
As we have seen with the choice in health care, they made bad choices. Whatever you think about the Affordable Care Act, their plan was demonstrably worse. Their plan would increase the number of people uninsured by 24 million, bring higher prices and worse policies, but tax cuts for millionaires.
What I couldn't understand was not what were the ups and downs for politics, but who was for that--24 million more uninsured, higher prices, and worse policies?

WASHINGTON, D.C. – Congressman Bobby Scott (VA-03) issued the following statement after the White House released an outline of its Fiscal Year 2018 budget priorities, known as the “skinny budget.”
“This budget proposal is yet another broken promise from the Administration to the American people. Cutting $54 billion from programs that help protect and support working families to learn and earn is no way to grow the national economy or put people back to work. Working families deserve a budget that invests in their health and futures, boosts wages, helps them balance work and family life, and levels the playing field for them and their children to succeed. President Trump’s budget proposal eliminates and reduces vital programs for students, teachers, and workers that will endanger public education, make college less affordable, and reduce the availability of workforce training
