Mr. SCOTT of Virginia:  Mr. Speaker, all afternoon we have heard about the "freedom" to be uninsured.  Seniors in my district do not want us to repeal government run Medicare so that they can enjoy a "freedom" to be uninsured, and those without insurance now do not view themselves as enjoying some "freedom"; they want insurance.

WASHINGTON, DC - Today, the House Judiciary's Subcommittee on Crime, Terrorism and Homeland Security held a hearing on "Racial Disparities in the Criminal Justice System." Several leading criminal justice experts including Barry Krisberg, President of the National Council on Crime and Delinquency, Marc Mauer, Executive Director of The Sentencing Project and Wayne McKenzie, Director of the Prosecution and Racial Justice Program at the Vera Institute of Justice testified about the on-going racial disparities that exist in the justice system.

WASHINGTON, DC - Today, Congressman Bobby Scott (VA-03), along with Judiciary Committee Chairman John Conyers (MI-14) and Representatives Steve Cohen (TN-09), Mel Watt (NC-12), Bill Delahunt (MA-10), Linda Sanchez (CA-39) and Hank Johnson (GA-04), introduced the Civil Access to Justice Act of 2009. The main purpose of this legislation is to reauthorize the Legal Services Corporation Act, which has not been reauthorized by Congress since 1977. A companion bill was introduced by Senator Tom Harkin (IA) earlier this year.

Mr. SCOTT of Virginia:  Madam Speaker, today I rise to introduce the Civil Access to Justice Act of 2009. The purpose of this legislation is to reauthorize the Legal Services Corporation, which has not been reauthorized by Congress since 1977. Legal Services Corporation was established by Congress in 1974 to provide legal assistance to low-income people in civil matters. LSC directs and supervises the federal grants to local legal service providers who give legal assistance to low-income clients.

Mr. SCOTT of Virginia: Mr. Speaker, I thank the gentlelady from California (Ms. Chu) and the gentleman from Pennsylvania (Mr. Sestak) for their leadership on the issue of campus safety.


H.R. 848, the Performance Rights Act was reported out of the House Judiciary Committee on May 13, 2009, in a bipartisan 21-9 vote.

This bill will correct our copyright law that allows AM and FM broadcasters to use music without compensating the performers, musicians, and owners who created it.

Under current law, when songs are played on internet radio, satellite radio, audio cable television music stations, television shows, commercials and movies, the performers are paid. Only AM/FM radio has been exempt from fairly compensating artists for the use of their property.

WASHINGTON, DC - Today, the Hampton Roads Congressional Delegation teamed up to advocate for maintaining the permanent force structure of 11 aircraft carriers. Congressmen Wittman, Nye, Scott and Forbes sent a letter to Secretary of Defense Robert Gates, citing concern over recent reports suggesting that Pentagon officials are contemplating a reduction in the nation's aircraft carrier fleet as part of the upcoming Quadrennial Defense Review (QDR).
