Mr. SCOTT of Virginia. Mr. Chairman, I rise against the underlying bill.
Mr. Chairman, we have heard a lot about job growth. We just want to remind people that our economy has experienced job growth in excess of 200,000 for 11 consecutive months, a record that hadn't been seen since the Clinton administration, and 58 consecutive months of private sector job growth, a string that hasn't been seen in recorded history.
So, continued economic growth and strong regulatory protections are not mutually exclusive. In fact, regulations are often necessary to protect the investments the American taxpayer makes in our economy and to ensure stability, order, and safety inside and outside of the workplace.
WASHINGTON, D.C. — In response to Secretary of Education Arne Duncan’s new proposals for the reauthorization of the Elementary and Secondary Education Act (ESEA), Rep. Robert C. “Bobby” Scott (VA-03), ranking member on the House Education and the Workforce Committee, released the following statement today, the 50th anniversary of the introduction of the nation’s cornerstone K-12 education law:
Rep. Bobby Scott was appalled by the findings of a Senate report detailing the enhanced interrogation methods used by the Central Intelligence Agency in the wake of the Sept. 11, 2001 terrorist attacks.
The Senate report detailed many instances when the U.S. waterboarded suspected terrorists, a drowning-like procedure in which interrogators covered detainees’ faces with a cloth and doused them with water, sometimes until they fell unconscious.
Scott, D-3rd, denounced the waterboarding as a torture method inconsistent with the United States’ image as a "moral authority" and said the report shows the country "failed to lead by example."
"After World War II, we tried, convicted, and in some cases, executed Japanese soldiers for war crimes that included charges of waterboarding," Scott said in a Dec. 9 news release.
WASHINGTON, D.C. – Congressman Robert C. “Bobby” Scott (VA-03) issued the following statement on his vote against H.R. 3, the latest attempt by House Republicans to force an approval of the Keystone XL Pipeline:
“Supporters of the Keystone XL Pipeline believe that construction of the pipeline will create jobs and move our nation closer to energy independence by reducing our reliance on foreign oil. However, these beliefs fail to recognize the current economic climate. Last year, the United States produced more oil domestically than was imported, and gas prices are, and are expected to remain, near lows not seen in years. Even if this were not the case, much of the tar sands oil that would run through this new pipeline would not be sold in the United States and would have no effect on domestic gas prices, but would instead pass through our nation for eventual sale on international markets.

Mr. SCOTT of Virginia. Mr. Speaker, the gentlemen from the other side of the aisle have already voted over 50 times to roll back the Affordable Care Act. This is one more attempt.
More than 150 million Americans get their health coverage through their jobs or through a family member's job. As for the Affordable Care Act, when we passed it, at that time, 96 percent of all businesses with over 50 employees provided health insurance for their full-time employees.
So that we wouldn't dismantle the President's system--rather, that we would build on it--we established a mandate. Those employers--those businesses--with over 50 employees would be mandated to provide insurance for their full-time employees. Ninety-six percent were already doing it without a mandate, and those with under 50 employees weren't subject to the mandate.

WASHINGTON, D.C. – With the conclusion of the 113th Congress, Congressman Robert C. “Bobby” Scott (VA-03) will end his service as Ranking Member of the Subcommittee on Crime, Terrorism, Homeland Security and Investigations on the House Judiciary Committee. From 2007 through 2010, he served as the subcommittee’s Chairman.
Additionally, during the 113th Congress, Congressman Scott served as Ranking Member of the bipartisan Task Force on Over-criminalization, which was authorized by the House Judiciary Committee on May 7, 2013. The Task Force was charged with assessing our nation’s current federal criminal justice system and to make recommendations for improvements. While the Task Force did not issue a final report, Congressman Scott recently filed the Democratic Views of the Task Force’s work and findings, including recommended reforms.
Rep. Bobby Scott probably didn’t think he’d be the one wrestling with House Republicans over education bill language and spending levels in the 114th Congress.
Scott, the House Education and the Workforce Committee’s new ranking member, was suddenly up for the post last spring, after former ranking Democrat Rep. George Miller announced plans to retire and New Jersey Rep. Rob Andrews, who was the next-most senior Democrat on the committee, abruptly resigned amid an ethics investigation. That unexpectedly pushed Scott, a 12-term Democrat from Virginia, to the front of the line. Rumors that Rep. John Tierney might mount a challenge evaporated when the Massachusetts congressman lost his primary race.

“As the first African-American to be popularly elected as a state attorney general and a United States Senator, Edward Brooke was a trailblazer in American politics. He was well respected by his colleagues and spent his career in the Senate effectively working across the aisle to advance civil rights and economic fairness for all. Our Congress could use more members in the mold of Edward Brooke. My thoughts and prayers are with the Brooke family and the many people positively impacted by Senator Brooke’s work.”

“I was saddened to learn of the passing of former Congressman Herb Harris last week. Virginia has lost a dedicated public servant who helped transform Northern Virginia into one of the most important economic regions of our Commonwealth. His tenacious advocacy for civil rights, the poor, public transportation, our military, and our federal employees set a standard in our congressional delegation. My thoughts and prayers are with Congressman Harris’ family during this time of bereavement.”
NEWPORT NEWS, VA – Congressman Robert C. "Bobby" Scott (VA-03) issued the following statement on the murders of New York Police Officers Rafael Ramos and Wenijian Liu and Tarpon Springs, Florida Police Officer Charles Kondek:
"Saturday, two members of the New York Police Department were targeted, shot at point blank range and murdered while eating lunch in their patrol car. Sunday, a member of the Tarpon Springs Police Department in Florida was shot, run over, and murdered while approaching a car that was the subject of a noise complaint. The senseless murders of these three men are reprehensible. These officers were targeted because of what they looked like -- law enforcement officers.
