WASHINGTON, D.C. – Congressman Robert C. “Bobby” Scott (VA-03) applauded the release of a new Council of State Governments (CSG) Justice Center brief analyzing data from states that have employed a Justice Reinvestment approach. The brief, “Examining the Changing Racial Composition of Three States’ Prison Populations,” examined data from Georgia, Connecticut, and North Carolina and found subsequent drops in prison admissions and prison populations, which were especially pronounced among minority populations. The Justice Reinvestment Initiative provides federal grants to allow states to conduct comprehensive, data-driven analyses of their criminal justice systems and adopt smart, evidence-based policies designed to reduce corrections spending and increase public safety.

Mr. SCOTT of Virginia. Mr. Chairman, I rise in strong support of the Congressional Black Caucus budget, which is a more credible and responsible alternative than the underlying Republican budget. A nation's budget reflects its priorities, but the Republican budget continues to highlight the wrong priorities. The underlying Republican budget is not a serious plan. It contains trillions of dollars in tax cuts, but claims to be revenue neutral, without showing a dime's worth of tax increases that will be necessary to make it revenue neutral. It includes trillions of dollars in unspecified cuts, and many of the specified cuts will not be made. For example, are we really going to repeal Medicare as we know it?

Mr. Chairman, I rise in opposition to the underlying Republican budget for fiscal year 2016, and I also rise to commend the gentleman from Maryland (Mr. Van Hollen) for his strong opposition. Mr. Chairman, this budget is not a serious plan. It contains trillions of dollars in tax cuts, but it doesn't show a dime's worth of tax increases when they say it is going to be revenue neutral. It includes trillions of dollars in unspecified cuts that will not be made. For example, are we really going to repeal Medicare as we know it?

HAMPTON — Monday marks five years since the Patient Protection and Affordable Care Act, commonly called the Affordable Care Act or Obamacare, was signed into law. The legislation has provided low-cost medical coverage to thousands of Virginians, and millions of Americans. It's meant to lower the cost of health care, while increasing the number of people covered by insurance. Gaylene Kanoyton, president of the Hampton-based Celebrate Healthcare advocacy group, held a party Sunday at Peninsula Soul Food Restaurant, which opened Friday at the former Captain George's Seafood location on Mercury Boulevard, to acknowledge the anniversary and one of the act's "champions" Rep. Bobby Scott, D-Newport News.

NEWPORT NEWS, VA – Congressman Robert C. “Bobby” Scott will join Celebrate Healthcare and other community leaders tomorrow at the Peninsula Soul Food Restaurant in Hampton, Virginia to celebrate the 5th anniversary of President Obama signing the Affordable Care Act into law. Since the enactment of the Affordable Care Act, approximately 16.4 million uninsured individuals have received coverage since the law’s provisions took effect in 2010. As of the end of the second open enrollment period, nearly 11.7 million individuals have selected a Marketplace plan or were reenrolled in coverage for 2015. And since 2010, about 5.7 million young adults have gained coverage as a direct result of the Affordable Care Act. Congressman Scott will discuss these and the many other successes of the Affordable Care Act tomorrow in Hampton.

WASHINGTON, D.C. – Today, U.S. Senator Chris Murphy (D-Conn.), a member of the U.S. Senate Health, Education, Labor, and Pensions (HELP) Committee, U.S. Senator Cory Booker (D-N.J.), U.S. Congresswoman Katherine Clark (D-Mass.), and U.S. Congressman Danny K. Davis (D-Ill.) were joined by original cosponsors U.S. Senator Patty Murray (D-Wash.) and U.S. Congressman Bobby Scott (D-Va.) in introducing the Supportive School Climate Act of 2015, legislation that would address the so-called school-to-prison pipeline by reducing suspensions, expulsions, and other overly harsh school disciplinary actions to improve youth outcomes. The bill would give every student – especially those who face abuse, neglect, or other forms of trauma – ample opportunity to form positive and trusting relationships with adults in a school environment that is supportive of their complex needs, and would encourage the use of evidence-based strategies that promote positive behavior.

NEWPORT NEWS, VA – Congressman Robert C. “Bobby” Scott issued the following statement on the passing of former Virginia Beach Mayor Meyera Oberndorf: “I was saddened to learn of the passing of Meyera Oberndorf. She served the City of Virginia for the better part of three decades, including 20 years as its Mayor. During her tenure, she was an extremely effective advocate and unifying force for the city. I will greatly miss her friendship and her counsel on issues impacting the Hampton Roads region. My thoughts and prayers are with the Oberndorf family, the citizens of Virginia Beach, and her many longtime friends and supporters.”

Mr. SCOTT of Virginia. Mr. Speaker, I rise today to honor the 75th anniversary of the Dochiki Civic and Social Club in Newport News, Virginia. Originally known as ``Los Amigas,'' the club was founded on March 15, 1940 by eleven businessmen gathered at the Odessa Barber Shop located at 29th Street and Chestnut Avenue in Newport News. Two years later, the name of the club was changed to ``Dochiki,'' a word of Chinese origin meaning love and friendship. The founders of the club were Homer Hines, Ward Bridgeforth, Virgil Evans, B. C. Anthony, Oliver Hawkins, James Hawkins, Harold Heath, James Jones, Irving Thomas, Robert Whitney, and Howard Ovelest.

WASHINGTON, D.C. – Today, the Virginia Congressional delegation announced that the U.S. Navy will position its newest carrier, the Gerald Ford, at Naval Station Norfolk for the next several years given its unique capabilities and capacity. This will provide an additional aircraft carrier to the region until 2018 when the USS Lincoln returns to its home port. In addition the Navy has decided to reverse an earlier decision and will maintain Little Creek as a deep water amphibious port and homeport four amphibious ships at Little Creek through 2020. The delegation worked with the Navy to fund critical infrastructure upgrades for Little Creek, including a $30 million electrical grid upgrade in 2012.

NEWPORT NEWS, VA – Today, Congressman Robert C. "Bobby" Scott (VA-03) announced the beginning of the 22nd Annual Third Congressional District High School Art Competition. The competition is open to all high school students (grades 9-12) residing in the Third Congressional District of Virginia. Entries are due Wednesday, April 22, 2015. An Artistic Discovery is a nationwide program coordinated by Members of the United States House of Representatives to recognize the artistic talents of our youth. The nationwide competition involves more than 50,000 talented high school students. In the past, over 200 Members of Congress have participated in the program.
