U.S. Rep. Bobby Scott said he's pleased Obama has flatly ruled out sending ground troops back into Iraq.
"I think there's just an overwhelming opposition to getting re-involved in a ground war in Iraq," Scott said, adding that the president should keep the option open to intervene in some other way if necessary.
"It's an evolving situation," said Scott, a Democrat whose district includes Portsmouth and parts of Hampton and Newport News. "If there's something we can do that would be constructive, he didn't want to rule that out."
