Mr. SCOTT of Virginia: M. Speaker, America has been debating health care for over 100 years. During this recent debate, we have heard complaints, and blame, and misrepresentations, and slogans, and even name-calling, and today we finally get to discuss the bills.
First, the bills will provide affordable health care insurance to over 30 million Americans who are uninsured today, including those with pre-existing conditions.

Mr. SCOTT of Virginia: Mr. Speaker, all afternoon we have heard about the "freedom" to be uninsured. Seniors in my district do not want us to repeal government run Medicare so that they can enjoy a "freedom" to be uninsured, and those without insurance now do not view themselves as enjoying some "freedom"; they want insurance.

Mr. SCOTT of Virginia: Mr. Speaker, responsible health insurance reform requires a comprehensive approach.
Mr. SCOTT of Virginia: Madam Speaker, today I rise to introduce the Civil Access to Justice Act of 2009. The purpose of this legislation is to reauthorize the Legal Services Corporation, which has not been reauthorized by Congress since 1977. Legal Services Corporation was established by Congress in 1974 to provide legal assistance to low-income people in civil matters. LSC directs and supervises the federal grants to local legal service providers who give legal assistance to low-income clients.
