CLARIFICATION OF VOTE ON H.R. 2824

Mr. SCOTT of Virginia. Mr. Speaker, yesterday I intended to vote ‘‘no’’, but was recorded as having voted ‘‘yes’’, on H.R. 2824 (roll call 141), which would overturn Reagan-era protections for streams and communities in Appalachia. I would like the record to reflect my strong opposition to H.R. 2824.
