FY23 Community Project Funding Requests

Congressman Bobby Scott has submitted these FY 2023 funding requests for important community projects in Virginia's Third Congressional District to the House Appropriations Committee. For the list of FY 2022 funding requests submitted by Congressman Scott, please click here.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2023 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. An Achievable Dream – Supplemental Recovery Supports
Amount Requested: $1,500,000
Recipient: An Achievable Dream, Newport News
Project Description: The funding will be used to augment existing funding so An Achievable Dream's regular programming can remain at full strength as An Achievable Dream works to identify gaps in educational, social, and emotional development as a result of distance learning during the pandemic and provide additional highly targeted supports and services to ensure students are on track.

Armory/Community Center Refurbishment
Amount Requested: $2,500,000
Recipient: City of Franklin
Project Description: The funding will be used to rehabilitate or reconstruct the Armory to serve as the hub of the City of Franklin's Parks and Recreation Department. The facility would not only be used to host athletic programming but also social programing and mentor programs for local at-risk youth.

Clean Up of Toxics at Money Point
Amount Requested: $11,500,000
Recipient: Elizabeth River Project
Project Description: The funding will be used to remove toxic sediments from the Elizabeth River while reviving a blighted industrial waterfront at Money Point on the Elizabeth River in Chesapeake, VA.

Dr. Clarence V. Cuffee Community Center Aquatic Facility
Amount Requested: $3,000,000
Recipient: City of Chesapeake
Project Description: The funding will be used to construct the City of Chesapeake's first aquatic facility, which will help fill a void in Chesapeake for a number of diverse population groups.

Gun Violence and Violent Crime Reduction
Amount Requested: $760,000
Recipient: City of Newport News
Project Description: The funding will be used to help fund the Gun Violence and Violent Crime Reduction Initiative, which is a multi-layered, synergistic approach to gun violence reduction that engages the modalities of collaboration, prevention, intervention, enforcement, reentry, community engagement, and outreach to prevent, intervene, and interrupt cycles of gun violence amongst youth and young adults between the ages of 13 and 24.

Gun Violence Intervention
Amount Requested: $5,000,000
Recipient: City of Hampton
Project Description: The funding will be used to establish a pilot project that will allow Hampton to concentrate on the limited actors and their associates causing disproportionate rates of gun violence by focusing on individual case management with an incentivized intensive multi-level and interactive educational program purposed to increasing knowledge on the value of conflict resolution, the impacts of gun violence, and mental health.

Hampton Roads Workforce Training System
Amount Requested: $850,000
Recipient: Hampton Roads Workforce Council
Project Description: The funding will be used to connect underemployed individuals, especially underserved low-income families and communities of color from throughout Virginia's 3rd congressional district, to fulfilling employment opportunities through grassroots recruitment, upskilling, and job training services.

Hampton University Workforce Development and Allied Health Services Program
Amount requested: $5,000,000
Recipient: Hampton University
Project Description: The funding will be used to meet the workforce needs of the Hampton Roads region and will provide training and certification in high-demand areas.

Infrastructure Improvements for the YMCA of the Virginia Peninsulas
Amount Requested: $2,000,000
Recipient: YMCA of the Virginia Peninsulas
Project Description: The funding will be used to improves function and infrastructure of the 52-year-old Hunnicutt Family YMCA in Newport News to meet community needs for the next 20-plus years.

LED Streetlight Upgrades
Amount Requested: $5,000,000
Recipient: City of Norfolk
Project Description: The funding will be used to fund the City of Norfolk's multi-year project to convert all of the city's 30,000 streetlights from the current high-pressure sodium (HPS) fixtures to the more energy efficient light emitting diode or (LED) fixtures.

Mental Health Programming
Amount Requested: $2,500,000
Recipient: Children's Hospital of the King's Daughters (CHKD)
Project Description: The funding will be used for expanded mental health programming to allow for early identification across the care continuum of mental health needs from early detection to intensive inpatient care.

STEMConnect: NASA STEM & Literacy Community Enrichment
Amount Requested: $688,000
Recipient: Virginia Air and Space Center
Project Description: The funding will be used to fund STEMConnect, a STEM education project, which will be an impactful experience for up to 55,000 underserved students and their families throughout the Hampton Roads region of Virginia.

Soundscapes' Next Movement: Serving More Students
Amount Requested: $677,000
Recipient: Soundscapes, Inc.
Project Description: The funding will be used to grow Soundscapes and make transformational music education available to more students in the Hampton Roads region of Virginia.

Traveling Vehicle for Good Dental Health
Amount Requested: $700,000
Recipient: Hampton Roads Community Health Center
Project Description: The funding will be used to purchase a dental van to ramp up dental services to include forty-three (43) schools.

Tyler's Beach Harbor/Marina Facility improvements
Amount Requested: $2,000,000
Recipient: Isle of Wight County
Project Description: The funding will be used to replace and improve the existing bulkheads, piers, boat ramp, and utilities and to install fixed docks at Tyler's Beach Harbor/Marina.
