Scott Statement on V.A. Accountability and Whistleblower Protection Act
WASHINGTON, D.C. – Congressman Bobby Scott (VA-03) issued the following statement on his No vote on S. 1094, the V.A. Accountability and Whistleblower Protection Act:
“I strongly support accountability at the Department of Veterans Affairs and believe Congress must do more to ensure that our veterans receive the best care possible. Unfortunately, similar to the many attempts before it, the V.A. Accountability and Whistleblower Protection Act unfairly penalizes V.A. employees in a misguided attempt to reform the V.A. This bill lowers the burden of proof to terminate a worker for misconduct, prevents administrative Judges from adjusting or mitigating an agency’s proposed penalty on employees, and shortens the amount of time available for employees to defend themselves.
“Congress should be working to modernize and improve services at the V.A. by filling its approximately 49,000 vacancies, dealing with a backlog of 470,000 claims appeals, streamlining construction programs, and improving IT infrastructure, not weakening due process protections for its employees.”
