Scott Statement on Trump’s Plan to Cut Federal Employee Pay

NEWPORT NEWS, VA. – Congressman Bobby Scott (VA-03) issued the following statement after President Trump announced that his Administration would cut the cost-of-living adjustment for civilian federal employees and would eliminate locality pay across the board:

“President Trump’s announcement today that he is seeking to freeze locality pay and deny federal employees a cost-of-living increase for 2019 is insulting to our federal workforce. It is puzzling that the President would do this at a time when his Administration has insisted that our economy is doing so well and his tax cuts for the wealthy are ‘paying for themselves.’

“I am honored to represent thousands of Federal employees in Hampton Roads whose work supports our military and other federal agencies. The President’s actions undermine that work and makes it more difficult for the federal government to retain and recruit talented individuals.  And once again, federal employees are being asked to sacrifice for the fiscal maleficence of a Congress addicted to tax cuts without realistic offsets.

“Additionally, I am concerned the President’s animosity towards our federal employees may jeopardize efforts led by me and my colleagues in the Virginia and North Carolina congressional delegations to urge the Office of Personnel Management (OPM) to finalize a rule that will establish Virginia Beach-Norfolk (VA-NC CSA) as a separate locality pay area - which would give local civil servants a much-deserved raise.

“The President’s plan harms our federal government, our federal workforce, and ultimately the American people.”
