"Bobby" Scott (VA-03) issued the following statement on the President's Fiscal Year 2015 Budget:"The President has laid out a comprehensive budget that calls for additional investments on top of the discretionary spending caps set by the last year's Bipartisan Budget Agreement. These additional investments in infrastructure, job training, education, advanced manufacturing, and other critical areas will help accelerate economic growth and expand opportunity for all hardworking Americans. Most importantly, the President has laid out a way to pay for these additional investments through closing tax loopholes and cutting spending elsewhere in the budget.

Lambert, III:"I was deeply saddened to learn of the passing of my friend and former colleague in the Virginia General Assembly, Dr. Benjamin Lambert. Benny and I were elected to the House of Delegates the same year in 1977 and also served together in the Senate of Virginia. In the General Assembly, Benny was a very influential and effective legislator. He devoted his career in and out of public service to the citizens of Richmond and Central Virginia, always doing what he thought was best for his constituents, regardless of the political consequences. My thoughts and prayers are with his family and friends during this difficult time."

The recently passed Bipartisan Budget Act of 2013 only alleviated the impacts of sequestration for two years and, as the Secretary pointed out, if full sequestration funding reductions return in 2016, the consequences will be dire for military readiness.

In 1964, the Supreme Court noted in Wesberry v. Saunders, "No right is more precious in a free country than that of having a voice in the election of those who make the laws under which, as good citizens, we must live. Other rights, even the most basic, are illusory if the right to vote is undermined." While this is certainly true, there is an unfortunate history in our country of blocking access to the ballot box for minorities. For this reason, Congress passed and President Lyndon Johnson signed into law the Voting Rights Act of 1965.The Voting Rights Act contains several important provisions; however, the pre-clearance provision in Section 5 is the essence of the law's protections. Section 5 requires states and jurisdictions with a documented history of discrimination to submit changes to their election laws or procedures to the U.S. Department of Justice for approval.
