WASHINGTON, DC - Virginia Third District Congressman Robert C. "Bobby" Scott made the following comments on the announcement of the retirement of Virginia House of Delegate member Kenneth Melvin:

"Delegate Kenneth Melvin has built a reputation as a great man of integrity, a diligent legislator and a dedicated public servant for the people of the 80th legislative district of Virginia.  For 23 years, Ken Melvin has done his best to make state government work for all the people of Virginia. I have known him for 30 years.  We worked together on many issues while I served in the Senate of Virginia and have continued to do since I became a Member of Congress.

"You could not find a stronger partner, and for those on the wrong side of an issue from him, a stronger adversary than Ken Melvin.

"Delegate Melvin had many significant accomplishments as a legislator.  His legislation, the Family Access Medical Insurance Security Act, which established health care insurance to assist the Commonwealth's most vulnerable citizens-the children of Virginia- is an example of one of the very positive highlights of his distinguished career.

His leadership and legislative negotiating skills will be sorely missed and difficult to replace."
