Community Project Funding Requests

Congressman Bobby Scott has submitted funding requests for important community projects in Virginia's Third Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 10 projects in their community for fiscal year 2022 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Additional information on the reforms governing Community Project Funding is available here.

In compliance with House Rules and Committee requirements, Congressman Scott has certified that he and his immediate family have no financial interest in any of the projects he has requested.

Big Bethel Blueway

Amount Requested: $3,750,000.00

Project Description: The funding will be used to prevent flooding in an environmentally sensitive way that also provides recreational opportunities for residents.  Big Bethel Blueway is a project that will store and slow water through the redesign of existing waterways to reduce flooding upstream in residential neighborhoods, as well as downstream in Newmarket Creek.

Enhanced Athletic Field Lighting

Project Description: The funding will be used to to replace and upgrade athletic field lighting at several public schools and a community center.

Hampton Roads Maritime Industrial Base Ecosystem (MIBE) Maritime Trades Magnet 

Amount Requested: $1,000,000.00

Project Description: The funding will be used to develop and manage a Maritime Trades Magnet (MTM) focused on K-12 career and technical education initiatives that will introduce advanced manufacturing curricula, specifically modified for the maritime trades, into select middle and high schools to stimulate community interest in maritime trades careers.

Initial Inventory and Programming for the Revised Lead and Copper Rule

Amount Requested: $500,000.00

Project Description: he project would be a valuable use of taxpayer funds because the funds will be used to create a public inventory of lead service lines and creates new notification requirements for utilities of lead testing results in order to comply with federal regulations.

LGBT Life Center Community Center

Amount Requested: $1,800,000.00

Project Description: This project will expand access to medical care and the delivery of LGBTQ affirming professional medical care for LGBT community on the Virginia Peninsula. Additionally, this new Community Center will be a safe space for LGBTQ youth and adults to seek support and resources.

Poindexter Sidewalks Extension

Amount Requested: $2,400,000.00

Project Description: The funds would provide safe pedestrian connectivity for the residents, businesses, and visitors of the historic South Norfolk community of Chesapeake, to the Elizabeth River Park and to the pedestrian friendly South Norfolk Jordan Bridge. Currently, there are no sidewalks or dedicated pedestrian facilities along Poindexter Street, so pedestrians must navigate along the shoulder of the roadway and utilize footpaths along the side of the road which are not ADA accessible.

Rural Broadband Expansion in Isle of Wight County

Amount Requested: $425,000.00

Project Description: The funding will be used to cover the costs of construction, equipment, and deployment of broadband services to 40 residential homes, 1 business, and a church in a rural unserved community outside of, but near, the Town of Smithfield.

STOP, Inc. Mobile Telehealth Clinic

Amount Requested: $200,000.00

Recipient:  STOP, Inc., 5700 Thurston Avenue, Suite 101, Virginia Beach, VA 23455.

Project Description: The funding will be used to support the launch and sustainability of STOP Inc.’s Mobile Telehealth Clinic (MTC), which is a 40-foot mobile clinic with two examination rooms, one waiting room, and is handicap accessible. The MTC will serve communities with high rates of poverty in the City of Franklin, Virginia and the County of Isle of Wight, Virginia.

Suffolk Emergency Communication Center Computer Aided Dispatching (CAD) and Police Records Management System (RMS) Replacement

Amount Requested: $3,491,928.00

Project Description: The funding will be used to replace Suffolk’s outdated CAD system in the City’s Emergency Communication Center and the Police RMS in the Suffolk Police Department’s Records Management Center.

William A. Hunton YMCA Acquisition and Relocation

Amount Requested: $2,900,000.00

Project Description: The funds will be used to protect this community resource from flooding and sea level rise. The William A. Hunton YMCA is currently subject to frequent nuisance flooding and is at risk for future flood events. This project allows the current property to be acquired and to be relocated to a more sustainable home within the St. Paul's community project area.
